Question1: Why cannot passengers take pet animals with them when traveling by train? Could you tell me about regulations of the Administration on taking pet animals when traveling by train?
Answer: I The Administration prohibits passengers from taking pet animals with them when they take numbered express trains (including electric trains) with the aim of ensuring a good train car environment and preventing cries and foreign scents of animals from affecting other passengers and the environment of train cars.
II When taking ordinary passenger express trains, passengers may take with them pet animals weighing two kilograms or less free of charge, provided that the animal is shut in a sturdy cage or container and animal wastes cannot leak out from the cage or container. However, passengers cannot take pet animals when taking express trains with air conditioning systems such as electric trains and the “Fuhsing” train.
Question 2: Can freight cars for parking bicycles hook up to passenger trains, to provide convenience to passengers who travel on weekends
Answer: The structure of freight cars is different from that of passenger cars. In addition, there are other limitations such as traveling speed, service conditions, and grouping of trains. And therefore, it is the regulation of the Administration that freight cars cannot be hooked to passenger trains. However, the passenger can have his bicycle registered at the luggage room of the railway station and the bicycle will be carried in the luggage car of the same train.

Question 1: What kind of stations do high-class trains (“Zi Qiang”, “Chu Kuang” and “Fuhsing”) stop at?
Answer:
Answer: We shall consider economic conditions of the place where the railway station is located, passenger traffic, operation revenues, grades of trains, operating conditions and customers' demands. Take the west line for example:
(1) Zi Qiang:
Nonstop express (four or five stops)
   Semi-direct train (about eight stops)
Non-direct train (thirteen to sixteen stops)
(2) Chu Kuang: eighteen to twenty-one stops
(3) Fuhsing: about thirty stops
(4) In order to improve the quality of our services, we plan to use Chu Kuang trains to replace the old Fuhsing trains. The stops of the new train are the same as those of the old train.
Question 2: What is the purpose of “Taiwan railway rapid transit”?
Answer: The purpose of “Taiwan railway rapid transit” is to provide cities along rail lines and their surrounding towns with rapid transit services by increasing the number of commuter stations and electric trains, as well as to make preparations to satisfy demands of passengers of Taiwan high speed rail in the future. And therefore, rapid and low-cost commuter trains will play an important role in “Taiwan railway rapid transit system” in the future. In addition, we shall improve facilities and information systems of small stations to provide convenience to passengers who transfer trains.
Question 3: Do the operation policies of the Administration give weight to the west line but pay little attention to the east line?
Answer: The ratio of the number of passenger of the east line and that of passengers of the west line is 8.2% to 91.8% and the ratio of high-class trains of the east line and that of high-class trains of the west line is 40% to 60%. We can see that in respect of investments in transport capacity, the Administration treats the east and west lines equally. However, the transport capacity of roads in eastern Taiwan is relatively low. As a result, during weekends or holidays, trains in the east line may be crowded. The Administration has already taken measures to improve the transport capacity and the quality of services of the east line.
Question 4: What measures shall the Administration take to solve difficulties in buying tickets?
Answer: I Short-term plan: After the electrification project of the Bei-hui rail line is complete, the Zi Qiang train will be able to reach Hua-lien. At that time, the transport capacity of all numbered express trains in the east line will increase by 24%, and that of the Zi Qiang train will increase by 46%.
II Long-term plan: Our plan of purchasing 334 intercity and inter-zone trains has been approved. The first train will be delivered to the Administration in the latter half of 2005. In the future, the transport capacity of all numbered trains in the east line will increase by 36%, that of Zi Qiang trains will increase by 70% and that of inter-zone trains will increase by 97%.
III After the completion of the long-term plan, for high-class trains from Taipei to Hua-lien and Tai Tung, the departure interval will be reduced from one hour to thirty minutes. Electric trains will replace ordinary trains from Yi-lan to Hua-lien, and the departure interval will be reduced from two hours to thirty minutes.
